Moules à la Crème

Haven't been able to find this dish anywhere since the one time I tried it so I had to start making it myself!
Ingredients
3 lb of mussels (1.5 lb/person)
4 shallots
4 garlic cloves
1 bunch of fennel
4 bay leaves
2 tbsp thyme
4 tablespoons butter
2 tbsp parsley chopped
4 cups dry white wine (I use sauvignon blanc)
2 cups of heavy cream
1 tbsp chili flakes
Pinch of salt
French bread or steakhouse fries (optional)
Cooking Instructions
Preheat the oven to cook the bread or fries. Cook as directed. (optional)
Peal the garlic and shallots then grab the fennel and dice everything as thin as possible.
In a large pan, add the butter and garlic to sizzle on medium heat.
Once the butter is melted and the garlic is fragrant, add the shallots and fennel.
Grab the bay leaves and make a small cut down the middle. Once done, add them bay leaves, thyme, 3 cups of wine (or all if you want), and mussels into the pan. Cover the mussels and steam them until they open.
After all the mussels open, add the heavy cream, chili flakes, parsley, and salt to taste.
Serve with fries and bread if applicable.
